Why it matters
Reparations is not a request for sympathy. It is a claim arising from measurable extraction and state-supported injury. Queen Mother Audley Moore made reparations a Black nationalist demand long before it entered mainstream policy discussion. A serious program can include direct payments, land, institutional endowments, debt cancellation, housing repair, education, health investment, cultural restitution, and guarantees against repetition. Repair must strengthen Black collective capacity rather than dissolve into temporary consumption or universal programs that refuse to name the injured people.
Practical example
A reparations authority funds Black-controlled land trusts, historically Black institutions, direct descendant payments, maternal health systems, and business capitalization under descendant governance.
Failure test
A policy that repairs inequality without identifying the theft can be withdrawn without acknowledging the debt.
